Billy J. Willoughby, HPROA Member, who retired from the Department on May 29, 1995, after serving nearly twenty-three (23) years, passed away March 2nd, 2008 at approximately 2:00 P.M.  At the time of his retirement, he was assigned to the Training Academy.  He joined the Department on August 31, 1970, entering Police Academy Class No. 46.  He is survived by his wife, Kandy Willoughby of Houston, Texas. 

The body of the deceased has been entrusted to the Earthman Resthaven Funeral Home, 13102 North Freerway,  Houston, TX (281-443-0063)

VISITATION - Thursday, March 6th, 2008 at Earthman Resthaven Funeral Home, 13102 North Freeway, Houston, TX from 9:00 A.M until 10:00 A.M.

FUNERAL - Earthman Resthaven Funeral Home, 13102 North Freeway, Houston, TX  on March 6th, 2008 at 10:00 A.M.

BURIAL will be at the Earthman Resthaven Cemetary, 13102 North Freeway, Houston, TX
